[rhn-users] bandwith control

Hi:
this is my problem:

i have one machine with Redhat Linux 3.0 ES

this machine is a firewall and i have implement de nat forward for my
users with iptables.
now. in this moment i have detected that exist user that have install p2p
program in your pc's. and the result is that all my user's having problem
for access to internet.

in consecuences i need implement one control for this program.
in first moment i have think block the port for the access to this network
(kazaa, winmx, gunella, etc). but i have read that the new version from
kazaa (for example) can detected that the traditional ports is blocked and
conected to the servers in a new port.

i need implement the traditional protocols (www, email, ftp, ssh) and the
messenger for my users.

how can i implement this control?
what is the better solution in your experience?
what solution is easy for implementation?

i have read that i can use for example the CBQ, TCSS, etc.

the idea is very simple. i will to assign high-priority access to the
needed procolos, and the rest that competes by a very small portion.
