Good morning!
Try the system-config-* commands. They work find, if a little klunky, over my SSH connection.

I am not familar with SCO or scoadmin but I assume you are referring to
something like "sam" for HP-UX (lets you change NIC settings, mounts, users,
groups, blah blah blah) and no I don't believe there is anything like that
in RHEL 4
