To answer my own question that might help someone else,

I had to navigate to admin->spacewalk configuration->monitoring and
click the Enable Monitoring Scout checkbox

I had originally thought just clicking the "Enable Monitoring"
checkbox on the General screen was enough, i had not noticed that
another tab appeared in the 'Spacewalk Configuration' section.

Seems to be pulling updates now.
