Yes, I think this should be sufficient (assuming you already imported the
schema from oracle-xe to your non-local oracle instance).

The upgrade documentation might mention to check the oracle-xe is running,
this step would not apply to your situation.

Other than that, you should follow standard upgrade procedure.
