Do not create nor move it.
/etc/rhn/default/rhn_web.conf has been moved
/usr/share/rhn/config-defaults/rhn_web.conf in 1.7 (or 1.6?).
I updated wiki.

This is probably some residuum from past. It should not be needed. I
removed it from the script.
