This particular schema upgrade script changes data type for multiple
columns, copying a lot of data back and worth. It's expected that it
will take longer than some other trivial schema upgrades, specially if
you have lots of channels, packages, or systems.

Your Oracle database might be running out of tablespace space or there
might be a similar problem.
