Hello,
I have prepared SW 1.9 with OracleXE DB backend and it let me to
enable Monitoring and MonitoringScout without ISE.

Regarding the SQL error you see only thing which cames to my
mind is if your schema upgrade was correct. What does
`spacewalk-schema-upgrade` say?

Other than that, I'm out of ideas.
