[Spacewalk-list] connection refused with rhnreg_ks

the command:

sudo rhnreg_ks --force --serverurl=http://fqdn/XMLRPC
--activationkey=key

the result:
I get error communicating with the server. The message was:
Connection refused
See /var/log/up2date for more information

Connection refused.

I guess what I need to know is what log do I look at on the spacewalk
server to show the reason why the connection was refused?
