[Spacewalk-list] Unable to startup osa-dispatcher with 'Can't locate Config/IniFiles.pm in @INC' message

There are additional steps after upgrade to re-enable monitoring. Did you
do the following?


   1. Enable (or re-enable) monitoring (and monitoring scout).


   - If you wish to enable (or re-enable) monitoring without enabling
   monitoring scout, run the following command as root:

# /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl


   - If you wish to enable (or re-enable) both monitoring and monitoring
   scout, run the following command:

# /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl --enable-scout


You might also want to try disabling the monitoring in the
/etc/rhn/rhn.conf file and restart spacewalk

web.is_monitoring_backend = 0
web.is_monitoring_scout = 0
