I can't tell for certain, but it looks like you may have missed updating
an rpm Spacewalk repository to 2.9, so it's can't find the newer packages.
Double check the steps in
https://github.com/spacewalkproject/spacewalk/wiki/HowToInstall#setting-up
-spacewalk-repo
or directly check the spacewalk repo definition files in
/etc/yum.repos.d/spacewalk* to make sure that the version specific ones
are pointing to 2.9 URLs and not 2.8.
