[vfio-users] VFIO and passed through devices show as removable/hotpluggable

Perhaps my problem is unrelated then and something broke updating from 8.1
to 10. My pagefile is completely missing, with Windows complaining about
pagefile size every time I reboot or try to adjust swap size. I had read
somewhere that Windows wouldn't use removable drives for paging, maybe this
is incorrect.
