[Container-tools] [atomic-devel] Adding a "tests" repo

adb-tests is somewhat limited as it implies tests of only the ADB component.  However there seems to be discussion around including Atomic App tests too.

Should those be in separate repos?  Should it be called atomic-tests?  That would also allow test plans for Atomic Host, Atomic CLI, etc.
