The ATA specification says a device that supports ATA command sets must accept
the SET_XFER_MODE command to set modes. The CFA specification for CFA 1.1
doesn't include this but can therefore only do PIO 0-2 without IORDY.
Unfortunately we have devices that either report CFA and PIO > 2 or report ATA
but are not remotely compliant. In those cases we nowdays report the fault and
refuse the device (which is the correct thing to do in the normal case)
