[Feedhenry-raincatcher] What is Raincatcher supposed to do?

Following up on this,

I've made a new label to track jira's around the general issues raised in
this thread : user_feedback_tasks. We will be adding tickets with that
label based on the feedback we get from interviews with various
stakeholders.
