Agree that there needs to be a more prominent way to get to the "global" features. Ideally it would be an tab at the same level as Dashboard, Content, Systems. Perhaps it could be differentiated by placing it to the far right of the screen (beneath the user, notice count, and Log Out)? This would let me hover over it as well and jump right to Users, etc. When switching to global context, the User, Roles, etc. could still be moved to be top level tabs.
