[Patternfly] Requirements for Table View

Thanks everyone. I've added the additional comments from Eric and Sam in
the comments section of the story [1] as well as added a link to the work
done to date by Gabriel.

Just FYI, we had our priorities shift a bit so this story did not make it
into this sprint. It's on the top of the backlog as a priority for next
sprint or will be the first to get pulled in if we have bandwidth this
sprint.
