[Pulp-dev] 3.0-dev provisioning changes for platform and devel merged

I just now merged my two PRs related to improving our vagrant setup for
3.0-dev. They're inter-related, so you'll need to update/rebase both your
devel and pulp repositories to the most recent tips of 3.0-dev in each
repository for `vagrant up` and/or the ansible dev playbook to succeed.

There's still more to do, of course, but this should be good enough to get
started.

I'll be filing more issues later today related to some improvements we can
make to the dev setup in future sprints, mostly related to things I had to
deal with while stubbing out the pulp_file plugin.
