I'm a software engineer at Red Hat, so I can't speak as an authority on what you need to purchase. I'll try to steer you in the right direction though.

As a general rule, if someone deploys a Red Hat product onto a machine, they are expected to have a subscription for that. The details of how they deployed it, using pulp or any other tools, do not (as far as I know) change the subscription requirements.
