Did you follow the instructions here, to enable the repos?  Note, they
are disabled by default:

https://access.redhat.com/knowledge/docs/en-US/Red_Hat_OpenStack_Preview/2/html/Getting_Started_Guide/ch02.html

Specifically look for the lines:

> yum-config-manager --enable rhel-server-ost-6-folsom-rpms
> --setopt="rhel-server-ost-6-folsom-rpms.priority=1"

If you ran this command and still don't see the repos via yum
repolist, then can you provide a copy of your
/etc/yum.repos.d/redhat.repo file?
